Plans limit how many contacts you can store. They do not limit how many messages you send.

The limit is enforced when you add contacts. Passing it returns *You have reached your limit of N members on the PLAN plan*, and a bulk import that would cross the line is rejected before anything is written.
Change plan on Billing.
There is no message, campaign or broadcast quota in MsgOrb. Meta bills your WhatsApp Business Account per conversation, and Meta's own messaging limit tier is the only cap on volume — see Number health and messaging limits.
